Description

The building for Albania’s Assembly Plenary Sessions, constructed in 1955, is a significant architectural and governmental structure. Designed by architect Skënder Luarasi, it adapts a previous structure, the Cultural League, into a dedicated space for legislative functions.

Architectural and Functional Design

The design focuses on functionality and formality, providing a dignified setting for Albania’s legislative activities while accommodating a range of users, from government officials to the public.

  • Interior Layout:
    • Main Plenary Hall: The centerpiece of the building is the plenary hall, designed to seat 160 assembly members. The space is equipped with tables, seats, and modern technological equipment to ensure the efficient conduction of legislative sessions.
    • Presidium Tribune: A tribune with 40 seats is positioned for the presidium, comprising the council of ministers and the assembly’s presidency.
    • Public Gallery: Located on the upper level, the public and journalist gallery accommodates 246 seats, emphasizing the openness and accessibility of legislative processes.
    • Diplomatic Lodges: Two-story lodges on both long sides of the hall provide spaces for the diplomatic corps, reflecting the building’s role in hosting international representatives.
  • Exterior Design:
    The façade is simple yet formal, divided into three sections by pilasters. Between these divisions are three main gates, providing access to the building. The design achieves a balance between modesty and institutional gravitas.
  • Surrounding Area:
    The building is complemented by a wide square at the front, landscaped with greenery to create a welcoming and tranquil environment.

Spanning a total area of 710 m², the building is compact but efficiently designed to fulfill the needs of Albania’s Assembly administration and legislative functions.
